Pro-marijuana legalization brochure that records supporters of removing criminal penalties for private possession - at the top of this list is President Jimmy Carter. It notes that the 1972 National Commission on Marijuana and Drug Abuse recommended that possession of a small quantity for personal use should not be a crime. When this pamphlet was printed in 1977, there was no state or federal marijuana legalization in the United States.
