The first appearance of a proposed charter for the City and County of San Francisco. The California Constitution of 1879 limited the power of the state legislature to interfere with the affairs of municipal corporations and vested such corporations with extensive powers of local self-government. Oddly, it seems that nearly every time a Board of Freeholders was formed to propose a charter for San Francisco in the last two decades of the 19th century, the new laws were rejected by voters.
