"By examining the experience of the transient program, this report has been able to isolate a number of widely-held misconceptions about transients and transient relief. Analysis of the reasons why migrant families left home and of their subsequent travels reveals that they were not – as is so commonly believed – irresponsible and degraded groups addicted to chronic wandering. On the contrary, a large majority of them were habitually settled and self-supporting families dislodged by the depression and seeking reestablishment elsewhere.
